The Management Audit was commissioned by Equestrian WA (EWA):
The State Equestrian Centre is the Western Australian State facility for all equestrian sports in the metropolitan area of Perth.
Management of the State Equestrian Centre (SEC) has been the responsibility of Equestrian WA (EWA) since 1987. The Centre offers all equestrian disciplines a venue to host national and international competitions and exhibitions. SEC, located in Brigadoon , is based on land owned by the City of Swan and EWA has a 21 year lease over the property. The facility was established in 1985 and consists of an indoor arena with a seating capacity of 2000, three outdoor arenas, administration area, cross-country course, polocrosse field and 147 undercover stables. A Capital Expenditure Report reviewed Mechanical, Electrical, Fire and Hydraulic Services at the State Equestrian Centre. It also reviews the integrity of the building’s finishes and provides costs to make good existing defects.
The Report discusses four management models:
Recommendations addressed management and staffing of SEC, funding capital works required to upgrade the facility, programming the SEC and provided a financial model to assess viability.
